JUST WHY DOES TORY SURREY HEATH COUNCIL SPEND SO MUCH ON CONSULTANTS?

If it were well spent, why not PROVE IT with a proper report?
This was the question Lib Dem Councillors asked at the February Council meeting when they moved a motion asking for an explanation of the high expenditures on Consultants over the past few years:
2003/4 2004/5 2005/6 2006/7
£530k £875k £797k £430k to Dec 06
This totals a staggering £2.6 million in just three and half years!
The Conservative group on the Council voted against receiving a report on where the money had been spent. Their refusal begs two main questions:
HAS THE MONEY BEEN PROPERLY AND WELL SPENT?
JUST WHAT DO THE CONSERVATIVES HAVE TO HIDE?
